Biosolids Reuse Project Advances

The Biosolids Management Project is currently in the design phase and will modernize how biosolids, a nutrient-rich byproduct of the wastewater treatment process, are managed and reused. Using Thermal Hydrolysis Process (THP) technology, the project will convert biosolids into a California Department of Food and Agriculture (CDFA) registered Class A liquid fertilizer that is safe for unrestricted agricultural use. This innovative approach replaces the traditional practice of transporting biosolids off-site for disposal with a sustainable, locally managed solution that recovers valuable resources. 

The project is expected to provide significant environmental, economic, and operational benefits for the District and the Coachella Valley. By eliminating long-distance truck hauling, the facility will reduce greenhouse gas emissions, lower transportation costs, and improve long-term rate stability. Producing a high-quality fertilizer will support regional agriculture, promote a circular economy by returning nutrients to the soil, and deliver measurable climate, economic, and public health benefits for the community. 

The total estimated capital cost of the project is $10.37 million, which includes design, equipment procurement, construction, installation, and commissioning. Construction is expected to begin after the design phase is complete, with full implementation anticipation to take approximately two years. The project includes the installation of a THP processing module, fertilizer storage systems, and truck loading infrastructure to support the production and distribution of the finished fertilizer.
